They really need to make a sticky post with good advice for people like this. This question seems to get asked quite often.
My corp specializes in Empire War. Sometimes targets are purely random, sometimes it's specific.
Keep these things in mind...
1. It's always good to understand why you're being dec'd. Maybe it's random bad luck. Maybe one of your members smack talked or did something untowards the other corp. That leads the next tip.
2. Try diplomacy. Don't assume just because they're pirates/griefers/whatever that they won't listen. Be sensible, be practical. If they're asking for 50mil, evaluate the offer. Can you make that back in 1 or 2 days or a week? Probably. Will you make any money in station after 3 weeks of war? Probably not.
People will tell you, "If you pay one, then more will follow." That's a myth. Why? Search the forums. Do you see anyone posting, "What do I do now, I keep paying surrender fees and I keep getting dec'd by their friends!"? No you don't. It's not realistic. It's also not smart business-wise for a corp to dec you knowing you're a small corp who just paid a ransom. You can't get blood from a stone.
Understand the costs of war. For example I see a lot of corps that think my corp will stop pursuing because of boredom and costs. Boredom probably won't play a factor, especially in a situation where the other corp is making the war dec personal. Also, it only costs the opposing corp 2 million ISK per week to keep the war active. It jumps up to 18mil per week for keeping 3 corps declared. 18mil a week is nothing. You can make that in a day easily. Don't be fooled into thinking the opposing corp is loosing ISK out the ears to maintain the war. I've seen corps who think it's costing me 100mil a week to dec them. It's only when alliance wars are involved where the ISK jumps to that level.
3. Don't be fooled by numbers. 31 people in a corp can easily translate to 3 online players sometimes. I think my corp has 30 members showing, half of them haven't been online in months, some in weeks, it's usually the same 8 people on at different times, so we have maybe 4 people online if we're lucky.
4. Don't bother with the "Get into ECM frigs and watch how awesome they are!" tactics either. They really don't work against any decent pilots. It's a waste of time and skill training for you for the most part.

5. Be respectful at all times. Just because you think they're scum low-lifes for griefing you, it's only a game. Sexual, racist, and homophobic insults are not conducive to ending a war. Don't be a sore loser and don't be a sore winner either. You should respect others play styles. Remember, it's just a game, no need to take it personally.
6. Keep your corp involved in decision making. For example, we have a corp dec'd right now where I offered the CEO 100mil to end the war. Not only did he smack talk in response, he didn't even pass the info on to the members of his corp. 31 losses later costing over 1bil in assets, not to mention the fact all they do is stay docked all day long, so no ISK incoming via mining, missions or trading. They think it's costing us 100+ mil a week so they're waiting for us to go broke, when in reality it's 6mil a week to dec them and that ain't making anyone broke.
Some people might scoff at those but I can guarantee you, I have seen all of it happen 20x over.
